Judge Pugh took the oath of office as a U.S. Tax Court Judge on December 16, 2014. She holds degrees from Duke University, Stanford University, and the University of Virginia School of Law. Prior to her appointment, she worked in private practice, with the tax practices of two large law firms, and in government, as a law clerk for a federal district court judge, as tax counsel for the U.S. Senate Finance Committee, and as a special counsel to the IRS Chief Counsel. She remains active in the ABA Tax Section, and has taught in Georgetown University's LLM program.
